What regulations apply to payment kiosks in Singapore?
Payment kiosks which offer local funds transfer service would likely be regulated as domestic money transfer under the Payment Services Act.
According to MAS (Guidelines)

"any person that conducts payment services [including domestic money transfer] is required to hold a licence unless that person is exempted."
The Payment Services Act imposes regulations by activities, not by products offered. Do check if your kiosk offers services that would amount to engaging in any of the other 6 regulated activities.
